BBF.398 Wi-Fi
Performance Certification Consulting Service
With the rapid adoption of Wi-Fi 7 (802.11be), the performance requirements for Carrier Grade Wi-Fi have become increasingly stringent. The Broadband Forum (BBF) is about to release the TR-398 Issue 4 test specification, which introduces more comprehensive and rigorous performance validation standards for indoor Wireless Access Points (APs). This has become a key benchmark for telecom operators and equipment vendors to ensure excellent user experience.
As a Broadband Forum-approved BBF.398 Authorized Test Lab, Allion offers one-stop consulting services — from specification interpretation and certification strategy planning to issue debugging — helping customers successfully pass TR-398 Issue 4 certification, accelerate time-to-market, and enhance market competitiveness.
Challenges Introduced by TR-398 Issue 4
Issue 4 is not merely a specification upgrade; it represents a comprehensive test of the testing environment and equipment limits. The core focus includes the incorporation of Wi-Fi 7 (802.11be) technology, enhanced stability verification under high load conditions, and stricter performance requirements for MLO (Multi-Link Operation). It also provides telecom operators (Carriers) with evaluation criteria that better reflect real-world complex environments, forcing equipment vendors (Vendors) to make comprehensive improvements in hardware limits and intelligent scheduling.
Challenges for Telecom Operators (Carriers):
- Increased customer complaints and loss of market share
- Rising long-term operational and maintenance costs (OPEX)
- Significantly higher difficulty in ODM management
- Damage to brand image due to inability to keep up with new technologies
Challenges for Equipment Vendors (Vendors):
- Substantially increased testing complexity and costs
- Extended product development cycles and higher design difficulty
- Failure to meet TR-398 requirements, leading to lost bids and orders
- Insufficient internal testing capabilities and heavy pressure to continuously follow specification updates
- Late-adopting vendors will fall significantly behind major ODMS, creating market entry barriers

Wireless Testing Equipment for BBF.398: AWE (Allion Wireless Equipment)
Allion Wireless Equipment (AWE) is a wireless testbed developed by Allion. It supports testing of the performance and standards of wireless devices, including the BBF.398 test program. AWE incorporates small shielding boxes and attenuators that enable the simulation of distance and environmental variables. This design helps achieve necessary test variables for a variety of performance tests and reproduce consistent test results, which is beneficial for debugging and analyzing issues. In addition, AWE allows for control path switching between boxes through its automation software, significantly shortening set-up time and simplifying the testing process. AWE also supports Wi-Fi mesh tests and the latest technologies, such as Wi-Fi 7 (802.11be).
